As a client or product owner, you usually know quite well what your system needs to be able to do. A dashboard that shows real-time vehicle positions. An interface that allows planners to quickly act on disruptions. An overview that informs management about KPIs.
These are clear, concrete requirements. But they describe the what, not the why. And precisely that why determines what is ultimately built.
